Revives and amends the Solar Energy System Incentives Program within the Department of Agriculture and Consumer Services to provide rebates for purchasing and installing solar energy systems between July 1, 2015, and June 30, 2020.

Establishes rebate amounts of $4 per watt (maximum $20,000 for residences, $100,000 for businesses and nonprofits) for solar photovoltaic systems, $500 for residential solar thermal systems, and $100 per installation for solar thermal pool heaters.

Requires rebate applications to be filed within 120 days of equipment purchase and include proof of purchase.

Reserves 10 percent of annual appropriated funds for residents who install solar systems on low-income housing, defined as residences with occupants earning at or below 125 percent of the poverty level or residential complexes with at least 20 percent of units occupied by such individuals.

Allows unexpended low-income housing funds to be redirected toward energy efficiency measures for low-income housing and permits carryover of rebate requests to the following fiscal year when current year funds are insufficient.
