Creates section 562.63 to define "powdered alcohol" as alcohol in powdered form for direct use or consumption after combining with liquid, and prohibits sale, offer for sale, purchase, use, offer for use, or possession of powdered alcohol.

Establishes penalties of first-degree misdemeanor for selling or offering powdered alcohol and $250 noncriminal violation fine for purchasing, using, offering for use, or possessing powdered alcohol.

Exempts powdered alcohol use by health care providers conducting scientific research, state institutions, state and private universities, and pharmaceutical or biotechnology companies for research purposes.

Exempts possession of powdered alcohol solely for transportation through Florida by licensed manufacturers or common carriers on behalf of licensed manufacturers.

Amends wine container restrictions to exempt sparkling wine and champagne from the 1-gallon limit, allowing containers of 6.0 or 9.0 liters.

Expires the powdered alcohol prohibitions on July 1, 2017.
