Adds "fire department" to the list of protected terms that cannot be falsely displayed on badges, insignia, uniforms, or vehicles with intent to mislead others

Changes the legal standard from whether an item "could deceive a reasonable person" to requiring "intent to mislead or cause another person to believe" the individual is authorized to use such items

Defines "watchman" as a security officer licensed under chapter 493

Maintains penalty structure: third-degree felony for false personation, escalating to second-degree felony if committed during another felony, and first-degree felony if death or personal injury results
