Removes "migrant and" from the list of exceptional student programs eligible for transportation funding.

Reorganizes and expands the criteria for which students are eligible for transportation, including students with disabilities who need medical equipment, special environments, attendants, shortened school days, or out-of-district school center transportation as identified in their IEP.

Creates a revised transportation allocation formula that separates funding for students with disabilities (weighted for increased costs) from base transportation allocation for all other eligible students, with adjustment factors for price level index, bus occupancy, and rural population.

Specifies that student transportation funds can be used for private passenger cars and boats for isolated students in sparsely populated areas, students with disabilities as authorized by rule, students in custody of the Department of Children and Families, and homeless students.

Takes effect July 1, 2015.
