Prohibits operating a motor vehicle while dialing, talking, or listening on a wireless communications device for interpersonal communication.

Prohibits manually typing or entering characters into a wireless device for nonvoice communication (texting, emailing, instant messaging) or viewing/posting electronic messages while driving.

Allows exceptions for hands-free electronic devices, emergency vehicle operators, emergency reporting, navigation systems, vehicle-related data, and autonomous vehicles in autonomous mode.

First violation is a noncriminal nonmoving traffic infraction; second or subsequent violation within 5 years is a moving violation.

Enforcement is only permitted as a secondary action during stops for other traffic violations, and requires the Department of Highway Safety and Motor Vehicles to conduct an educational awareness campaign about the law.
