Requires chairs of Seminole, Lake, and Osceola County commissions and the Mayor of Orange County to appoint commission members, county mayors, or chairs to the Central Florida Expressway Authority's nine-member governing body.

Makes Governor-appointed members of the authority subject to Senate confirmation, with refusal or failure to confirm creating a vacancy.

Changes Governor-appointed member terms to 4 years ending December 31, with county-appointed members serving 2-year terms.

Removes the requirement that the authority elect a secretary from its membership.

Eliminates the requirement that title to the former Orlando-Orange County Expressway System transfer to the state upon completion of the lease-purchase agreement.
