Creates the Community Creative Grant Program within the Department of Economic Opportunity to provide grants to local governments for economic development projects that are not eligible for other state incentives

Limits individual project grants to no more than 10% of total annual appropriations, with projects eligible to receive funding for a maximum of 5 consecutive fiscal years

Requires projects to be new or innovative enterprises that create jobs, increase average wages, expand the property tax base, or provide tangible community benefits

Prohibits grant funds from being used for businesses or sports teams relocating within Florida or for matching funds required by other state or federal incentive programs

Mandates effectiveness studies by the Office of Program Policy Analysis and Government Accountability and the Office of Economic and Demographic Research, with reports due by January 15, 2019, and includes a sunset date of June 30, 2020
