Defines "point-of-sale terminal" as an electronic device used to process credit cards, debit cards, or similar payment cards at retail locations with networks enabling verification, payment transfer, and transaction logging.

Authorizes the Department of the Lottery to create a program allowing persons 18 years of age or older to purchase lottery tickets or games at point-of-sale terminals, with authority to adopt implementing rules.

Requires point-of-sale terminals to dispense paper lottery tickets, verify purchaser age using driver license or department-approved methods, process transactions through department-certified platforms, and comply with all applicable lottery requirements.

Prohibits point-of-sale terminals from revealing winning numbers, including video depictions of slot machine or casino game themes for gameplay, or being used to redeem winning tickets.

Directs all revenue generated from point-of-sale terminals to be used to enhance instructional technology resources for students and teachers in Florida.
