Creates the "Miami-Dade Infectious Disease Elimination Act (IDEA)" authorizing the University of Miami and its affiliates to establish a sterile needle and syringe exchange pilot program in Miami-Dade County operating at fixed locations or through mobile health units.

Establishes one-to-one needle exchange operations with requirements for security, accounting of supplies, safe disposal, and provision of educational materials, HIV/hepatitis testing, and drug abuse treatment referrals.

Exempts needle and syringe possession, distribution, and exchange under the pilot program from violations of Florida's drug abuse prevention laws and other state laws, but does not immunize participants from prosecution for non-program activities.

Prohibits collection of personal identifying information from participants and requires funding exclusively through private grants and donations with no state funds permitted.

Sets pilot program expiration date of July 1, 2020, with the Office of Program Policy Analysis and Government Accountability required to submit a report including disease rate data and recommendations six months before expiration; effective July 1, 2015.
