Directs the Department of Highway Safety and Motor Vehicles to develop a "Sun Sea Smiles" specialty license plate bearing the word "Florida" at the top and "Sun Sea Smiles" at the bottom.

Establishes an annual use fee of $25 for the Sun Sea Smiles license plate.

Department retains all annual use fees until startup costs are recovered, then distributes fees as follows: 5% to Florida Caribbean Charitable Foundation for marketing; 30% to Florida Caribbean Charitable Foundation for scholarships (60%), health and wellness programs (15%), and Caribbean cultural awareness (25%); 20% to American Friends of Jamaica, Inc.; 10% each to Haitian Neighborhood Center Sant La, Inc. and Fanm Ayisyen Nan Miyami, Inc.; 5% to Little Haiti Optimist Foundation, Inc.; and 20% to Greater Caribbean American Cultural Coalition, Inc.

Allows recipient organizations to use up to 5% of their allocated funds for administrative and marketing expenses.

Takes effect October 1, 2015.
