• Designates tupelo honey as the official Florida state honey.

• Revises fertilizer recertification requirements by extending the application deadline to 4 years after issuance, removing late renewal charges, and establishing a grace period not to exceed 30 days after expiration.

• Expands the Department of Agriculture's powers to secure letters of patent, copyrights, and trademarks on work products and to license, lease, or sell such products on a royalty or other basis.

• Requires school districts to provide breakfast meals to all students in schools serving any combination of grades kindergarten through 5 and renames the "Florida Farm Fresh Schools Program" as the "Florida Farm to School Program."

• Directs the Board of Trustees of the Internal Improvement Trust Fund to sell a portion of specified property in Osceola County, with net proceeds deposited into the General Inspection Trust Fund to be used for facility repairs and construction of an agricultural diagnostic laboratory.
