Changes the requirement that Senior Management Service Class positions "shall not be removed" to "may not be removed," allowing positions to be removed under specified circumstances.

Establishes a recurring 5-year reassessment cycle beginning July 1, 2015, allowing local agency employers to reassess position designations for the Senior Management Service Class.

Permits local agency employers to request removal of positions from the Senior Management Service Class during the reassessment periods if they deem removal appropriate.

Removal of positions becomes effective on the first day of the month following written notification to the division before January 1 of the reassessment year.

Effective date: July 1, 2015.
