Requires the Office of Program Policy Analysis and Government Accountability (OPPAGA) to conduct a comparative rate analysis of electric utilities in Florida, examining average rates and charges by customer class (residential, commercial, industrial, etc.).

Directs OPPAGA to separately identify taxes, fees, franchise expenses, and other major costs within utility rates, and analyze the impact of state, regional, and locally imposed government fees on power generation costs.

Mandates OPPAGA compare Florida's average electric rates against those in other southeastern United States to provide benchmarking context.

Requires the Office of the Public Counsel and Florida Public Service Commission to provide assistance with obtaining required information upon request from OPPAGA.

Directs OPPAGA to submit the completed report to the Legislature by December 1, 2015.
