SB 1074 Summary

• Creates the ESOL Graduation Transition Program within the Department of Education to help English language learners transition from high school to college when unable to graduate within 4 years due to language barriers

• Establishes eligibility requirements: students must be at least 19 years old, enrolled in a public Florida high school, enrolled at age 15 or older, unable to pass required assessments or courses, and qualified for a district's ESOL program

• Allows eligible students to enroll in remedial classes at Florida College System institutions while working toward high school graduation requirements and participate in dual enrollment to earn college credit

• Requires students in the program to continue taking English language classes to improve proficiency while enrolled

• Effective date: July 1, 2015
