• Replaces "code of student conduct" with "standards for intervention" requiring school districts to adopt discipline policies focused on understanding root causes of misbehavior, conflict resolution, and keeping students in school rather than exclusionary discipline.

• Prohibits students from exclusionary discipline for minor infractions including tardiness, dress code violations, and behaviors that don't endanger safety such as insubordination or minor classroom disruptions.

• Restricts school resource officers and school safety officers from arresting students only for serious threats to school safety, requires consultation with principals before arrest, and prohibits arrests for petty acts of misconduct unless failing to arrest would endanger physical safety.

• Requires school districts to fund and implement restorative justice practices, hire support staff (counselors, social workers, restorative justice coordinators), and annually survey parents, students, and teachers on school safety and discipline issues.

• Mandates law enforcement agencies develop training for school officers on child development, cultural competence, implicit bias, restorative justice, and creation of safe environments for LGBTQ+ students, with minimum qualifications including lack of history of excessive force or racial bias.
