Defines "membership association" as a nonprofit corporation with majority elected or appointed public officers that receives 25 percent or more of annual revenue from public funds.

Requires membership associations meeting the definition to file annual reports by January 1 to the President of the Senate and Speaker of the House of Representatives.

Annual reports must include organization details, officer information, membership fees, financial statements, constitutions and bylaws, assets and liabilities, officer and employee compensation over $10,000, benefit packages, affiliate dues, lobbying expenditures, and litigation expenses.

Prohibits membership associations from expending public funds on litigation against the state.

Takes effect July 1, 2015.
