Prohibits the manufacture, sale, purchase, and distribution of ivory articles (from elephants or mammoths) and rhinoceros horns, with exceptions for antiques at least 100 years old comprising less than 20 percent of the item, educational or scientific purposes, estate distributions, and musical instruments manufactured by 1975.

Requires the Fish and Wildlife Conservation Commission to adopt implementing rules, post information about the prohibitions on its website within 30 days, and submit an enforcement report to the Legislature by January 1, 2020.

Classifies violations related to licensing or permitting requirements for ivory and rhinoceros horns as Level One violations, with Level Four violations for manufacture, sale, purchase, or distribution exceeding $25,000 in value.

Establishes civil penalties of up to $3,000 or twice the article's value (whichever is greater) for first violations, and up to $6,000 or three times the value for subsequent violations of the ivory and rhinoceros horn prohibitions.
