Expands eligible groups for blanket health insurance to include sports teams or camps, travel agencies, associations with at least 25 members organized for at least 1 year, and financial institutions with their accountholders or cardholders.

Adds surrogacy agencies as eligible policyholders covering donors, recipients, and surrogates, with coverage not required as a condition of receiving care.

Limits coverage types for newspaper delivery persons and financial institution customers to accident or disability income insurance, limited scope dental or vision benefits, specified disease or illness coverage, or hospital indemnity insurance.

Modifies language throughout to allow blanket policies to cover "all or any grouping" of eligible individuals rather than only entire groups, and expands coverage eligibility under section (2) to include employees' dependents and guests.

Takes effect July 1, 2015.
