Urges Congress to review eligibility criteria for the Department of Defense Excess Property Program (1033 program) and adopt reforms precluding participation by law enforcement agencies with pending Department of Justice cases involving racial profiling or police brutality.

Notes the 1033 program, enacted in 1990, has transferred $5.1 billion in military hardware from the Department of Defense to approximately 8,000 local law enforcement agencies since inception through 2014.

Acknowledges the program helps smaller police departments access equipment and supports drug and counter-terrorism enforcement, while recognizing concerns about militarization of law enforcement in some communities.

States that law enforcement agencies with pending DOJ cases involving racial profiling or police brutality should be excluded from the 1033 program until those cases are resolved.

Directs the Florida Legislature to send copies of this memorial to the President, congressional leaders, and all Florida members of Congress.
