Limits Construction Industry Licensing Board authority to deny licensure based on felony convictions to only first-degree and second-degree felonies, while prohibiting denials based on third-degree felonies, misdemeanors, or civil penalties.

Requires the board to consider severity of crime, relationship to contracting, and potential public harm when evaluating felony convictions, along with time elapsed and applicant rehabilitation.

Prohibits Electrical Contractors' Licensing Board from determining applicants ineligible based on third-degree felony convictions, misdemeanors, or civil penalties.

Prohibits Department of Health from considering third-degree felony convictions, misdemeanors, or civil penalties when evaluating good moral character for septic tank contractor registration.

Effective date: July 1, 2015.
