Creates the Florida Shared-Use Nonmotorized Trail Network as a statewide system of multiuse trails physically separated from motor vehicle traffic, with the Department of Transportation responsible for planning, development, operation, and maintenance.

Establishes a trail sponsorship program allowing commercial sponsorship signs and displays on nonmotorized trails within the network, subject to size and location restrictions, with revenues used for trail maintenance.

Authorizes the Northwest Florida Regional Transportation Finance Authority to construct, maintain, and operate transportation projects in Escambia County and contiguous counties, with authority to issue bonds and establish tolls.

Permits autonomous vehicles equipped with autonomous technology to display television-type receiving equipment and electronic displays while operating in autonomous mode, and increases overlength trailer limit from 54 feet to 80 feet for manufactured building deliveries.

Directs the Center for Urban Transportation Research to study implementing a vehicle-miles-traveled charging system as an alternative to fuel tax funding for transportation projects, with pilot project design due by December 31, 2016.
