Remove conditional language requiring the Department of State to first determine if secure electronic means can be established; instead mandate the department develop instructions and procedures for electronic submission of voted absentee ballots from overseas voters.

Expand eligibility to include uniformed and civilian overseas absentee voters for electronic ballot submission.

Require the Department of State to consult with supervisors of elections to develop security measures ensuring accuracy, integrity, and reasonable protection of transmitted voter data from interception and unauthorized access.

Require the Department of State to conduct annual security assessments after each election to evaluate discrepancies in electronically received votes.

Take effect July 1, 2015.
