Creates section 766.412 in Florida Statutes to establish the "Patient Compensation System Trust Fund" within the State Treasury for operating the Patient Compensation System.

Trust fund receives deposits of contributions required from healthcare providers under section 766.408.

Fund balances at the end of each fiscal year remain available for trust fund purposes rather than reverting to general revenue.

Trust fund is scheduled to terminate on July 1, 2019, unless terminated sooner, subject to review under section 215.3206.

Bill requires a three-fifths vote of both legislative chambers to pass and takes effect contingent on related legislation (SB ____) becoming law in the same session.
