Prohibits contracts for consumer goods or services from including provisions that waive a consumer's right to make statements about the seller, lessor, their employees/agents, or the goods/services.

Makes it illegal for sellers, lessors, or their agents to threaten, enforce, or penalize consumers for making protected statements.

Establishes civil penalties of up to $2,500 for first violations and $5,000 for subsequent violations, with an additional penalty up to $10,000 for willful, intentional, or reckless violations.

Allows penalties to be assessed through civil actions brought by consumers, the Attorney General, or state attorneys, with proceeds going to the consumer or the appropriate governmental entity.

Exempts online review platforms from the prohibition, allowing them to remove statements that are lawfully removable.
