Exempts local governments served by large public water utilities (>300 million gallons per day permitted allocation) using less than 1% of the utility's allocation from amending comprehensive plans in response to regional water supply plan updates and from maintaining a work plan.

Allows conservation easements in sector plans to be based on digital orthophotography prepared by licensed surveyors and to include adjustment rights allowing landowners to substitute protected lands if replacement lands have equivalent acreage and environmental values.

Designates Pasco County as a pilot community for 10 years to adopt comprehensive plan amendments for connected-city corridors without state coordinated review, subject to annual or biennial monitoring reports to the state land planning agency.

Removes regional planning council duties from numerous state permitting and review processes, including electrical power plant certification, transmission line certification, natural gas pipeline certification, and hazardous waste amnesty day coordination.

Subjects new proposed developments otherwise qualifying as developments of regional impact to the state coordinated review process under section 163.3184(4) instead of the development of regional impact review process under section 380.06.
