Requires the Department of Education to establish a 4-year Reigniting Education Achievement with Coordinated Help (REACH) Program beginning in the 2015-2016 school year in 3-5 of the state's lowest-performing public schools serving large percentages of low-income, at-risk students.

Implements the program as a public-private partnership providing wrap-around services including tutoring, after-school programs, counseling, nutrition education, health and dental services, parental counseling, and adult education.

Focuses on improving academic achievement and literacy and mathematical skills through a holistic approach that also develops student responsibility, self-control, attentiveness, and cooperation while strengthening family and community partnerships.

Caps initial program funding at $900,000 per year unless increased by legislative action, with schools submitting letters of interest by July 15, 2015, and the program including partnership-building in year one followed by service continuation and progress monitoring in years two through four.

Requires the Department of Education to submit a final report to the President of the Senate and Speaker of the House at program conclusion with information on successful practices, student performance impact, and a recommendation to continue or terminate the program.
