Renames the "Beef Market Development Act" to the "Cattle Market Development Act" and the "Florida Beef Council, Inc." to the "Florida Cattle Enhancement Board, Inc."

Removes the $1 per head assessment on cattle sales and all referendum procedures related to assessment collection and refunds.

Changes the governing board from 13 to 14 members and allows the Commissioner of Agriculture to appoint a voting representative from the Department of Agriculture (replacing an ex officio nonvoting position).

Establishes staggered initial terms for board members (1, 2, 3, and 4 years) with subsequent 3-year terms and a maximum of two consecutive terms.

Extends the scheduled repeal date of the act from October 1, 2019 to October 1, 2020, and takes effect July 1, 2015.
