Establishes the "Companion Animal Protection Act" defining animal shelters, irremediable physical suffering, and rescue organizations for purposes of animal care and euthanasia standards.

Requires animal shelters to check animals for identification (microchips, tags, licenses), maintain lost and found lists, and post photographs of stray animals online within a reasonable timeframe.

Mandates a minimum 5 business day holding period for stray animals (2 days for mandatory owner redemption) and allows animals to be transferred to rescue organizations or other shelters during this period with preserved owner reclamation rights.

Requires shelters to provide animals with fresh food and water, daily exercise, twice-daily cage cleaning, and prompt veterinary care including vaccinations, pain management, and antibiotics.

Prohibits euthanasia solely based on expired holding periods and establishes eight conditions that must be met before euthanasia is permitted, including written certification by the shelter director and at least 2 business days' notice to rescue organizations; specifies humane euthanasia methods and verification of death procedures.
