Requires the Department of Highway Safety and Motor Vehicles to create a "Florida Bay Forever" specialty license plate with "Florida" at the top and "Florida Bay Forever" at the bottom

Establishes an annual use fee of $25 for the Florida Bay Forever license plate

Department retains all annual use fees until startup costs for plate development and issuance are recovered

After cost recovery, fees are distributed to the Florida National Park Association, Inc., which may use up to 10 percent for administrative costs and marketing, with remaining funds supporting Everglades National Park budgets and educational, interpretive, historical, and scientific research

Effective date is July 1, 2015
