CS for SB 1252 Summary

• Renames the "Florida College System" to the "Florida Community College System" and requires all institutions to change their names by December 1, 2015 to reflect their regional service area without using the term "state" unless expressly authorized by law.

• Prohibits Florida Community College System institutions from offering Bachelor of Arts degree programs and caps total upper-level undergraduate full-time equivalent enrollment at 5 percent of combined lower and upper-level enrollment.

• Requires state research universities to enter into and maintain a formal agreement with the National Merit Scholarship Corporation to offer college-sponsored merit scholarship awards as a condition of preeminent university designation and continuation of institutes for online learning.

• Prohibits technical center governing boards and career centers operated by district school boards from offering college credit courses, degrees, or programs, and prohibits them from using the word "college" in their names.

• Requires the State Board of Education and Board of Governors to establish an articulation accountability process that preserves Florida's "2+2" system of articulation and submit a report on the system's status by November 1, 2016.
