Increases educational achievement incentive gain-time from 60 days to 120 days for inmates who complete a high school equivalency diploma or vocational certificate.

Establishes a mandatory minimum of 70 percent sentence service for inmates receiving educational gain-time awards, preventing sentence reductions below that threshold.

Changes department authority from discretionary ("may grant") to mandatory ("shall grant") for awarding educational gain-time to eligible inmates.

Maintains existing 85 percent minimum sentence service requirement under the Criminal Punishment Code while adding the new 70 percent minimum for educational gain-time applicants.

Takes effect July 1, 2015.
