Requires the Department of Education to develop and maintain an operating statewide electronic Individual Education Plan (IEP) system for exceptional students.

Mandates the Commission for Independent Education report student-level data annually by October 1 to the Department of Education, including retention, transfer, completion, graduation, employment, and earnings rates.

Authorizes the Commissioner of Education to issue a letter of guidance to educators in lieu of a probable cause determination in complaints against teachers or administrators.

Creates new section 1013.385 allowing district school boards to adopt exceptions to educational facilities construction requirements through supermajority vote after cost-benefit analysis, including use of fire-rated wood stud walls, gravel parking areas, relocatable buildings without covered walkways, and limited site lighting.

Increases the maximum number of dormitory beds that Florida College System institutions in areas of critical state concern may construct from 100 to 400 beds.
