Requires the Agency for State Technology to establish and publish information technology architecture standards for digital classrooms by December 1, 2015, addressing device recommendations, security, connectivity, and browser requirements.

Mandates the Agency for State Technology to conduct annual assessments of school districts' compliance with IT architecture standards and report findings to the Governor and Legislature; requires the Department of Education to notify districts of compliance status and provide planning guidance.

Non-compliant school districts must become compliant within 60 days, obtain an exemption, or procure services through state agencies; beginning in the 2016-2017 school year, districts must undergo annual assessments to remain eligible for digital classrooms allocation funds.

Authorizes district school boards to adopt rules for efficient procurement including electronic auction services and allows districts to use electronic auction services for school bus and related purchases through bid pooling.

Requires the Commissioner of Education to implement an online portal for digital classrooms plan submission by August 1, 2016, and permits enterprise resource software to be acquired through annual license fees, maintenance fees, or lease agreements.
