Creates a public records exemption for data, records, or information developed by faculty, staff, or students of state universities and Florida College System institutions related to scholarly research and publication.

Exempts information including peer reviewer identities, research notes and data, methodologies, participant information, and creative works until the material is published, patented, or publicly disseminated.

Applies retroactively to information made exempt before, on, or after the effective date of the exemption.

Sunsets on October 2, 2020, unless the Legislature reviews and reenacts the exemption to extend it.

Cites protection of academic freedom, prevention of harassment and chilling effects on research, and maintenance of peer review integrity as public necessities for the exemption.
