Imposes a $5 fee on every motor vehicle moving violation under Chapter 316 or local traffic ordinances, excluding red light violations, toll violations, and parking offenses.

Requires municipalities and counties to transfer collected fees to the Emergency Medical Services Trust Fund within 30 days after each calendar quarter, held in a separate Emergency Air Ambulance Service Account.

Directs the Division of Emergency Preparedness and Community Support to use account funds to cover administrative costs and augment emergency air ambulance service provider reimbursement through the Florida Medicaid program.

Requires the Department of Health to seek federal matching funds to augment Medicaid reimbursement for air ambulance services, with the director meeting with providers by July 1, 2016 to determine appropriate fund distribution methodology.

Takes effect October 1, 2015.
