Requires agencies to electronically transmit certified text-searchable copies of agency final orders issued on or after July 1, 2015, to a centralized database maintained by the Division of Administrative Hearings.

Database must allow users to search and retrieve final orders by agency name, issue date, order type, subject matter, and searchable text.

Agencies must transmit final orders or add them to a maintained list within 90 days after the order is rendered, and must redact information exempt from public records requirements before transmission.

Designates the centralized electronic database as the official compilation of administrative final orders issued on or after July 1, 2015, for each agency.

Authorizes the Department of State to adopt rules establishing standards and guidelines for certification, electronic transmittal, and security of agency final orders, and permits an alternative official compiler if the Division of Administrative Hearings' performance is unsatisfactory.
