Removes cannabis from Schedule I of Florida's controlled substances list by deleting it from section 893.03(1)(c).

Eliminates cannabis-specific criminal penalties including possession of 20 grams or less as a first-degree misdemeanor and trafficking offenses for quantities exceeding 25 pounds.

Redesignates subsequent subsections in section 893.13 to renumber possession and delivery statutes after removal of cannabis provisions, with possession of controlled substances moving from subsection (6)(a) to (5)(a).

Removes cannabis references from drug paraphernalia definitions, criminal punishment code offense severity rankings, and various statutory references across chapters 456, 772, 856, 893, 921, 944, 948, 951, 985, and 1003.

Takes effect July 1, 2015.
