Creates the Military and Overseas Voting Assistance Task Force within the Department of State with 20 members to study development and implementation of an online voting system for overseas uniformed services voters, with a report due to the Governor and Legislature by July 1, 2016.

Requires the State Board of Education and Board of Governors of the State University System to collaborate on aligning degree programs with military training, appointing veteran liaisons, providing disability services outreach, facilitating statewide meetings, and offering priority registration for veterans.

Adds a voluntary checkoff to driver license and identification card application forms allowing veterans to request written or electronic information on federal, state, and local benefits and services.

Requires the Department of Highway Safety and Motor Vehicles to report monthly to the Department of Veterans' Affairs the names and contact information of veterans requesting information, which shall be shared with a nonprofit third-party provider and appropriate county or city veteran service officers.

Prohibits third-party providers from selling veteran contact information and requires confidentiality compliance with Florida law and the federal Driver's Privacy Protection Act, with violations constituting a first-degree misdemeanor.
