Chief Inspector General may hire legal counsel and issue subpoenas to compel attendance of witnesses and production of documents for agencies under the Governor's jurisdiction, with circuit court enforcement for noncompliance.

Adds Office of Early Learning of the Department of Education to the definitions of "agency head" and "state agency" for inspector general purposes.

Establishes enhanced hiring requirements for inspectors general at agencies under Governor's jurisdiction, including a 4-year degree or 5 years of experience in inspector general work, law enforcement, auditing, or related fields, plus required professional certifications.

Prohibits former or current elected officials from appointment as inspector general within 5 years after their service ends, and prohibits inspectors general from holding elective office or political party positions.

Requires all state officers, employees, agencies, contractors, and subcontractors to cooperate with inspectors general investigations and audits, and mandates contracts include compliance statements effective July 1, 2015.
