Repeals section 400.993 and amends section 400.9935 to establish criminal penalties for unlicensed health care clinics, making knowingly making unlawful charges from unlicensed clinics punishable as theft under section 812.014.

Establishes third-degree felony penalties for knowingly establishing, operating, managing, or maintaining an unlicensed clinic or offering services requiring licensure without a license; second-degree felony for second or subsequent convictions.

Requires health care providers aware of unlicensed clinic operations to report them to the agency, with the agency required to report providers' failures to report to their licensing boards.

Establishes third-degree felony penalties for knowingly filing false or misleading license applications or failing to report information as required by section 408.810(3).

Repeals section 626.9895 relating to motor vehicle insurance fraud direct-support organizations and amends the Criminal Punishment Code offense severity ranking chart to reflect the new clinic penalties.
