Removes the short title "Citizen Participation in Government Act" from s. 768.295, F.S., and expands legislative intent to protect free speech in connection with public issues, not just governmental participation.

Defines "free speech in connection with public issues" to include written or oral statements protected by law made before governmental entities on matters under their consideration, or statements made in plays, movies, television programs, books, articles, and similar works.

Extends SLAPP suit prohibitions to both governmental entities and private persons, changing the requirement from "solely" to "primarily" as the basis for filing lawsuits without merit against persons exercising constitutional rights.

Broadens the right to expedited court dismissal to include persons or entities sued by either a governmental entity or another person in violation of this section, allowing motions for summary judgment and awarding reasonable attorney fees and costs to prevailing parties.

Requires governmental entities found in violation of this section to report the court's finding to the Attorney General within 30 days, with the Attorney General reporting violations to the Cabinet, President of the Senate, and Speaker of the House.
