Makes juvenile justice information confidential and exempt from public records requirements for juveniles who have not been charged with or adjudicated of a felony offense.

Requires release of arrest records and criminal history information for juveniles taken into custody, charged with, or found to have committed felony offenses, or transferred to adult court.

Establishes that criminal history information compiled by the Criminal Justice Information Program relating to juveniles is confidential unless the juvenile meets criteria for felony charges or convictions.

Allows release of juvenile criminal history to criminal justice agencies, the juvenile and their attorney, parents/guardians, and specific authorized entities for employment and licensure decisions.

Sunsets the exemption provisions on October 2, 2020, requiring legislative reenactment to continue the confidentiality requirements.
