Eliminates the death penalty in Florida by removing capital felony as a sentencing option and replacing it with life imprisonment without parole for all capital crimes.

Repeals numerous statutes related to death penalty proceedings, including capital collateral representation, jury instructions for capital cases, execution procedures, and post-conviction death penalty appeals.

Removes provisions allowing courts to impose death sentences and eliminates sentencing hearings (s. 921.141 and s. 921.142) that determined whether to impose death or life imprisonment.

Deletes public records exemptions for executioners' identities and capital collateral litigation proceedings.

Updates cross-references throughout Florida statutes to conform sentencing provisions to the elimination of the death penalty, renumbering subsections in s. 775.082 related to felony penalties.
