Defines "transportation network company" (TNC), "TNC driver," and "TNC services" as services provided through digital networks or software applications, excluding traditional taxi and for-hire vehicle services.

Requires TNCs and TNC drivers to maintain automobile liability insurance with minimum $1 million coverage for death, personal injury, and property damage while providing TNC services, effective October 1, 2015.

Mandates TNCs conduct local and national criminal background checks on driver applicants, including Multi-State Criminal Records search, National Sex Offender Registry search, and driving history reports before allowing individuals to operate on their platform.

Prohibits individuals with more than three moving violations in 3 years, one major violation in 3 years, DUI convictions within 7 years, sexual offense convictions, or those listed in National Sex Offender Registry from being TNC drivers; requires drivers to be at least 19 years old with valid driver license and vehicle registration.

Prohibits TNCs from owning or controlling TNC driver vehicles, requires vehicles to meet safety and emissions requirements, and restricts TNC drivers from accepting street hails—only accepting rides booked through the TNC's digital platform.
