Allows minors to have nonjudicial arrest records expunged by the Department of Law Enforcement upon successful completion of a prearrest or postarrest diversion program.

Requires state attorney certification that the minor successfully completed the diversion program and participated based on charges unrelated to violent misdemeanors, domestic violence, or specific listed felonies.

Excludes from expunction eligibility arrests involving violent misdemeanors, felony violations related to sexual abuse, human trafficking, burglary, fraud, abuse of vulnerable persons, and crimes requiring registration as a sexual predator or sexual offender.

Requires minors to have no other criminal charges filed by the state attorney or comparable ordinance violations to qualify for expunction.

Effective date: July 1, 2015.
