Defines "address of legal residence" to include all information necessary to differentiate one residence from another, such as apartment, suite, lot, room, or dormitory room numbers or other identifiers.

Requires voter registration applications to include the applicant's address of legal residence with distinguishing identifiers when appropriate, but specifies that failure to include such identifiers does not affect voter eligibility or prevent ballot counting.

Requires supervisors of elections to maintain a list of valid residential street addresses that includes distinguishing identifiers to the maximum extent practicable to differentiate individual residences.

Directs supervisors of elections to coordinate with county 911 service providers, property appraisers, the United States Postal Service, and other agencies to ensure accuracy of the valid address list.

Takes effect July 1, 2015.
