Revises the Office of Statewide Prosecution's authority to investigate and prosecute crimes occurring in multiple judicial circuits, removing redundant phrasing from statute language.

Creates the "Patent Troll Prevention Act" (ss. 501.991-501.997) to prohibit bad faith assertions of patent infringement, allowing courts to consider specified factors in determining bad faith and to require plaintiffs to post bonds up to $250,000; establishes private right of action with damages, attorney fees, and up to $50,000 in punitive damages.

Limits the Department of Legal Affairs to spending no more than $20,000 annually on Law Enforcement Officer of the Year and Victims Services Recognition and Awards Programs.

Allocates 50 percent of Medicaid fraud settlement proceeds to reward reporters and 50 percent to the Medicaid Fraud Control Unit for investigations.

Expands crime victim compensation eligibility to include psychiatric/psychological injuries from forcible felonies; increases elderly persons' and disabled adults' property loss awards to $500 per claim with $1,000 lifetime maximum; creates separate relocation assistance program for human trafficking victims with up to $1,500 per claim and $3,000 lifetime maximum.
