Requires distance measurements between all community residential homes less than 1,200 feet apart that serve clients of designated agencies and offices.

Mandates assisted living facilities housing mental health residents in municipalities with populations exceeding 300,000 maintain 24-hour security services by uniformed licensed personnel or surveillance cameras covering all exterior areas and entry/exit points with 30-day video retention.

Requires assisted living facilities in municipalities over 300,000 population to notify the municipality within 20 days of accepting residents discharged from the criminal justice system following felony convictions within the past 5 years.

Requires assisted living facilities to maintain and send quarterly logs to the municipality documenting residents with recent felony convictions, with residents signing the log upon entry and exit from the premises.
