Department of Management Services shall oversee a Pay-for-Success Contract Program to negotiate and enter into contracts with private entities to fund high-quality dropout prevention programs for high-risk students in public high schools, contingent upon General Appropriations Act funding.

Contracts must require repayment of investment and success payments only if independent evaluators determine specified performance outcome measures are achieved, with all payments based on appropriated funds.

Department must obtain parental permission for student data sharing with independent evaluators, ensure private entities cannot access personally identifiable student information, and maintain documentation of parental consent.

Private entities receiving payments must annually report program data including number of students served, attendance records, cost per student, and aggregated longitudinal data on academic achievement, dropout rates, and graduation rates.

Office of Economic and Demographic Research shall provide information to assist in determining performance measures and shall estimate total state costs of student dropouts upon request; high-quality dropout prevention programs are exempt from procurement requirements.
