Creates criminal penalties for moving violations causing serious bodily injury or death to vulnerable road users, defined by section 316.027(1).

Establishes misdemeanor of the second degree for causing serious bodily injury, requiring a minimum fine of $1,500, 30 days of house arrest, driver improvement course attendance, and 30-day driver license revocation.

Establishes misdemeanor of the first degree for causing death, requiring a minimum fine of $5,000, 180 days of house arrest, advanced driver improvement course attendance, and 1-year driver license revocation.

Specifies that these penalties do not prohibit additional criminal charges or punishments for other violations of law.

Takes effect October 1, 2015.
